sys-fs/jfsutils requires sys-apps/util-linux be built with static-libs if +static is specified as a use flag to it, or a linker failure occurs with -luuid (can't find the lib, because there is no static lib).

Reproducible: Always

Steps to Reproduce:
build sys-fs/jfsutils with +static but sys-apps/util-linux with -static-libs
Actual Results:  
Build of sys-fs/jfsutils fails with a linker error (can't find -luuid).

Expected Results:  
sys-fs/jfsutils with +static should depend on sys-apps/util-linux with +static-libs, and thus error out require the flag be added to package.use or some such.
