pkgconfig files should only be modified upstream

if ebuilds modify or create them, then we have to document that, so developers don't use them for their build systems, otherwise they provide broken build systems when it comes to other distros

For clarification, this bug is not meant to track NEW violations of this policy
(see http://devmanual.gentoo.org/ebuild-writing/common-mistakes/index.html under "Pkgconfig files") which has been confirmed by QA recently.

Work with upstream to fix it, don't add new files, fix build systems that rely on non-upstream pkgconfig files.
