That herd was dropped after discussion in:

I should note that previously content was:

woodpecker special # cat apache
# devnulling this because we get lots of bounces that are otherwise unhandled.

The account has been disabled. The account cannot be removed because it's the assignee of ~1200 bugs.

I guess you refer to closed bugs. Not sure if would be possible to prevent people from assigning new bugs to them or to reopen old bugs by error (that would end being assigned to a dead herd)

No bugzilla can't prevent people from CCing or assigning a bug to these herds. We can't do nothing, just make sure new bugs are assigned properly.

In that case, maybe a workaround could be to edit all that retired herds/people names to their names + "RETIRED - REASSIGN TO BUG WRANGLERS IF REOPENED"
