The account has been disabled. The account cannot be removed because it's the assignee of ~1200 bugs.

Not sure if would be possible to prevent people from assigning new bugs to them or to reopen old bugs by error (that would end being assigned to a dead herd)

We can't do nothing, just make sure new bugs are assigned properly.
In that case, maybe a workaround could be to edit all that retired herds/people names to their names + "RETIRED - REASSIGN TO BUG WRANGLERS IF REOPENED"
