Hello.

There is a home gateway (and workstation too) on Gentoo, and a laptop that is connected directly to the gateway network card. On the gateway two NICs: one external interface, one internal network. Raised dhcpd, ip forwarding, etc. Previously, the gateway was load properly, raising both network cards and all services related to the gateway. Now, if the laptop is turned off, the gateway does not raise the internal interface, and all services related to the gateway will not start. Like of cable is not connected or something like that. I do not remember exactly, but I think the damage occurred after replacing openrc.

We have to do two reboots. First, load the laptop, then restart the gateway, and then restart the laptop to get IP. Well, or manually run a bunch of services. What to do? How to return the correct launch network card?

Network card do not brings up if "cable not connected". 

Expected Results:  
Network card brings up in any case.

1) Please post your `emerge --info' output in a comment.

2) Also, please define the "previous" system state of which you speak. What software did you change/upgrade? Can you roll back certain packages to regain the previous working state?

Unfortunately the thread of events has been lost. I just updated the world on the distribution to the client machines and the problems began. One thing is clear, when you install hplip create a rule for udev, which replaces the printers at startup. Other printers are not replaced.

Sorry, previous post is wrong, just I have an another bug with hplip, that replaces manually added printers at startup.. But this problem occured after world update.
To understand is not enough time and knowledge. I think the problem is trivial. Maybe something changed in the kernel, such as power management NIC without cable. Or udev, openrc changed .. But shame is that too many hosts on the service and I was torn apart. And as always, there are suddenly surprises.
