Please stabilize sys-apps/portage-2.1.11.31 (bug 423075 tracks bugs fixed since 2.1.11.9).

This release hasn't been in the tree very long, but I'm confident that it is good enough in quality to be marked stable. The reason to rush it to stable is that it supports EAPI 5, and it can be annoying when the stable version of portage doesn't support the latest EAPI that is being used in the tree.
