Disclaimer: this bug has been filed in a semi-automated manner.

When emerging the package net-ftp/pure-ftpd-1.0.36, the following elog messages are displayed:

 * Before starting Pure-FTPd, you have to edit the /etc/conf.d/pure-ftpd file!
 * 
 * It's *really* important to read the README provided with Pure-FTPd!
 * Check out http://download.pureftpd.org/pub/pure-ftpd/doc/README for general info
 * and http://download.pureftpd.org/pub/pure-ftpd/doc/README.TLS for SSL/TLS info.

Such messages should only be displayed when the package is a new install.
These situations can be checked in the ebuild as follows:

if ! has_version 'net-ftp/pure-ftpd'; then

pure-ftpd-1.0.49-r2 (oldest version in tree) has [[ -z "${REPLACING_VERSIONS}" ]] check before elog messages.
