It's an upstream bug, yet unfixed.
It was a whole section, that was removed, but the reference was not.

To fix, remove reference to that section from libevdocument-docs.xml.

Fixed in portage by removing the pointless doc USE flag; fixed upstream by http://git.gnome.org/browse/evince/commit/?id=b1359effd3381e37bcd3d748460fb8dec160ee36
