What version of jack are you using?  Can you try changing your version of jack and telling me which version jack-rack works with?

No version currently in portage works for me.

Do you have old ebuilds?

I just verified that 1.4.1 and 1.4.2 have this problem, but the just comitted 1.4.3 doesn't.  I've put 1.4.1 into ~arch.

This combination worked for me:
media-sound/jack-rack-1.4.3 *
media-sound/jack-audio-connection-kit-0.94.0 *
