app-admin/sysklogd ebuilds have perl in RDEPENDS because they install perl scripts and cron jobs that then use those perl scripts for the purpose of rotating logs.

However, other software (that does not depend on perl) exists in the portage tree to provide log-rotating functionality.

SOLUTION: add perl useflag to app-admin/sysklogd ebuild to toggle the dependency on perl and installation of the perl scripts and cron jobs.
