Same error. Temporary workaround:

USE="-snmp" emerge -av1 php
Comment 2 Markos Chandras (RETIRED) gentoo-dev 2012-08-22 10:14:30 UTC
Raising Importance as this bug breaks stable tree
Comment 3 Ole Markus With (RETIRED) gentoo-dev 2012-08-22 11:25:26 UTC
This did not happen to me before upgrading net-snmp from 5.4.2.1-r5 to 5.7.2_rc1 just now.

Is there a clean way of handling this, or do we have to add more addpredicts everywhere?
Comment 4 Diego Elio Pettenò (RETIRED) gentoo-dev 2012-08-22 13:56:20 UTC
I'd say go for addpredict for now and I'll look into it.

I guess they changed the path where the files are created in response to bug #249496.
Comment 5 Ole Markus With (RETIRED) gentoo-dev 2012-08-22 15:06:47 UTC
Added additional addpredicts to the php ebuilds and the pecl/pear-related eclasses
Comment 6 Markos Chandras (RETIRED) gentoo-dev 2012-08-22 17:03:17 UTC
(In reply to comment #5)

same issue emerging php5.3.15, solved by: USE="-snmp" emerge -av1 php
