rtl8712-firmware-1.ebuild

As noted at https://forums.gentoo.org/viewtopic-p-7112398.html Gentoo misses the firmware-package for devices using the r8712u-driver in the staging-area of the mainline linux-sources (and also gentoo-sources).
Supported devices are listed here:

I hacked together (not a beauty) an ebuild that fetches the binary from the linux-firmware git-tree (downloaded via HTTP, so not a git live-ebuild).
