pdfpc-3.1.1.ebuild

This is a fork of the package mentioned in bug #390391, which is already in sunrise, but upstream is not very active anymore. 

also the original package doesn't work with >=poppler-0.17 (nothing lower is available in tree) and vala-0.16 (which is marked stable).
