Why are secure mails only an option for bugs in secure groups? If a user has a valid public key in their profile they should have the option to receive all emails encrypted even if it would not otherwise be required.

The information on non-restricted bugs is public, there is little to no use for additional encryption via email. Also, the feature has shown some issues and limitations (regarding gentoo aliases especially), so we're not enabling it globally at this time.
