You forgot to run python-updater.
Since this package is being added during a catalyst build, running python-updater is not an easy thing to do. If this was being done on a running system, one could first install python-2, then run python-updater, then install suds. However, if you just try to install suds, emerge pulls in setuptools, followed by python2.7 and then finally suds, which then fails as described.
