The idea is to make it easier for users to recover in cases like bug 423087, where downgrading zlib causes packages built against a newer version to break. Similarly to FEATURE=unmerge-backup requested in bug 156282, it should only call quickpkg if a binary package of the same version does not already exist.

This is fixed in 2.1.11.4 and 2.2.0_alpha115.
