I am assuming that this bug is happening because atk and gdk-pixbuf are installed only in /target/, not in /. So when ROOT != '/', we presumably need to append ${ROOT}/usr/$(get_libdir)/pkgconfig:${ROOT}/usr/share/pkgconfig to PKG_CONFIG_PATH. @dev-portage, how are various search paths (e.g. for libraries, headers, etc.) currently being handled for the ROOT != '/' case? Is it possible to get PKG_CONFIG_PATH modified using whatever system that the other build tools are using?

Maybe the embedded team has some suggestions. If we roll something like this into the package manager, then it would be good to have it specified in PMS.
crossdev provides pkg-config wrappers specifically for this
