After upgrade portage from 2.2.0_alpha101 to 2.2.0_alpha104 emerge can not douwnload packages from ftp binhost;

I've reverted the changes from bug #413983 that triggered this problem:

This is fixed in 2.1.10.60 and 2.2.0_alpha105.
