Using 

media-libs/libcaca -doc -cxx -java -mono -truetype -opengl -slang -python

I could emerge libcaca.

The next emerge works with all USE flags:

minimal example to reproduce is the python use flag

emerge -C libcaca
USE=python emerge -av1 libcaca #fails
USE=-python emerge -av1 libcaca #works
USE=python emerge -av1 libcaca #works now

This bug occurs because libcaca needs libcaca installed to build the Python bindings. Build libcaca without the python use flag, install, then build with the python use flag and it should work.

Can confirm this. libcaca was not previously installed on my system, was pulled in by ... some mysterious package,
(Flashy ~ # qdepends -a libcaca
 * DEPEND
 * RDEPEND
 * PDEPEND)

and the bug struck.

There is still a new error, if you try to emerge with USE=doc and the new texlive-2013, latex does not finish. I get endless messages like:
