Users processors with multiple cores and Turbo mode frequency changes could use this tools to inspect perfomance of their CPU. See also bug #408083.

because turbostat has moved, it needs a new package (not pmtools). I'm renaming the bug and reassigning.
turbostat is already part of linux-misc-apps: sys-apps/linux-misc-apps (/usr/sbin/turbostat)
