Bug 406875 – "repoman full" should run "repoman manifest" when needed

I am a bit tired of always needing to run:
repoman manifest
repoman full
repoman commit...

Is there any reason for not allowing repoman full to also do manifest when needed?

Since `repoman full` is currently a readonly operation, we should make the manifest generation optional. So, I think we should add an option which you'd be able to add to REPOMAN_DEFAULT_OPTS if you wanted. Maybe --digest would be a good name for it, since it's similar to emerge + FEATURES=digest.

This is in 2.2.0_alpha91, but I'll leave this bug open until it's in an unmasked release.
