New init script. In these script we can manage qemu instance like openvpn by adding symlink

This should really be its own package because this isn't part of upstream. Its really just a smaller version of ganeti or libvirt.

I would work with the user in bug #321517 to come up with something unified. I personally use libvirt and I know Gentoo infra uses Ganeti which are both solutions out there which do this already so I would recommend finding another developer that has motivation to maintain this. Or put it in an overlay. Or become a developer.
