Sounds like it could be somewhat related to bug 400773. Try rebuilding openldap.
net-nds-openldap fails too, revdep-rebuild tells dynamic linking on my system is consistent, I opened a new bugreport: https://bugs.gentoo.org/show_bug.cgi?id=403011
One more stab in the dark before we bother LDAP maintainers: Try rebuilding net-libs/gnutls, it provides gcry_control - the function the configure check is failing on. After that, please remerge net-nds/openldap and then php.
