As wget might depend on net-libs/gnutls update of the latter should leave old library in place to allow cave fix-linkage/revdep-rebuild.
This issue has been fixed in portage-2.2*. Portage itself will keep needed libraries on the system until the revdeps have been rebuilt.As such, I don't think it's something we should be rehashing in a different way on a per package basis.

Please note that portage is not the only package manager in Gentoo. Paludis don't do this and I don't know about pkgcore.

I asked on the forum[1] and from what I understand >=portage-2.2 is masked and will not be unmasked soon. Furthermore it seems that PMS is not mandating that behaviour and therefore it may be broken with 3-rd party PM.
