When you hover the mouse over a file/dir in dolphin/konqueror, a tooltip should appear showing a larger preview and some basic info. Since KDE 4.7 it doesn't. Works here with kde-4.8.0, an worked throughout the whole versions before. Which kde-style are you using? Does it help disabling the option and then reenabling it?
I'm using the Oxygen style. Disabling and re-enabling doesn't help. It also didn't work when I created a new user with default config.
It is working for me with all the thumbnail "generators" enabled.

I normally would, I just figured they would know if they had such a bug in two consecutive major releases -- so it's likely some weird system issue. I hoped you guys could help me pin it down.
I also never had a issue with those. Do you have Xinierama or some other dual screen configuration? (so that those tooltips would open on wrong screen). There used to be tooltip issue, but it was fixed a *couple* of minor releases ago.
No, i don't have a dual screen setup. I should also note, that I have two different gentoo systems and both have this issue.
I ran into a forum thread ( http://forums.gentoo.org/viewtopic-p-7048684.html ) with someone having the same problem. They've worked out it's probably caused by disabling the semantic-desktop USE flag. franzf says: >I found out, that KIO::PreviewJob neither emits failed() nor gotPreview(), when kdelibs are built with -semantic-desktop, resulting in keeping Cursor in dolphin spinning. So probably a bug in kdelibs. I will see, if I can find the source.
Found an upstream bug: https://bugs.kde.org/show_bug.cgi?id=270842
I rebuilt kdelibs with semantic-desktop flag on and that made the bug go away, even though nepomuk is disabled in the KDE settings.
Build option will be removed with 4.11
Since 4.11 there are several places which requires semantic-desktop. Reported upstream, makes no sense to track this forever.
