It fails second test. time_t is 64 bits wide there, while sizeof int == sizeof long == 32 bits.

Please provide the:

1) output of `emerge --info' in a comment.
2) build log as an attachment.
3) config.log as an attachment.

The working mktime configure test fails due to bug #220040.

In regard to bug 220040, there's also bug 389355.
The most simple fix (IMHO) to both of them would require eautoreconf in cvs ebuild.
On any glibc system (and I wouldn't be surprised if not in a few others) it would make this bug obsolete.
