  verify (long_int_year_and_yday_are_wide_enough,
          INT_MAX <= LONG_MAX / 2 || TIME_T_MAX <= UINT_MAX);

It fails second test. time_t is 64 bits wide there, while sizeof int == sizeof long == 32 bits.

Might be really a problem in autotools:
checking for working mktime... no

Comment 7 Ryan Hill (RETIRED) gentoo-dev 2011-12-23 03:01:19 UTC
The working mktime configure test fails due to bug #220040.
Comment 8 SpanKY gentoo-dev 2012-06-09 07:11:09 UTC
should be all set now in the tree; thanks for the report!

Commit message: Backport fix from upstream gnulib to fix building on x32 systems
Comment 9 Rafał Mużyło 2012-06-09 08:45:10 UTC
In regard to bug 220040, there's also bug 389355.
The most simple fix (IMHO) to both of them would require eautoreconf in cvs ebuild.
On any glibc system (and I wouldn't be surprised if not in a few others) it would make this bug obsolete.
