most likely your toolchain was installed with an older crossdev. you'll need to redo it: emerge -C cross-i686-pc-linux-gnu/gcc crossdev i686
You're right. Reinstallation with sys-devel/crossdev-20110819 works. I thought crossdev just adds category, symlinks into overlay and tunes keywords acceptance. Obviously there is something more. The multilib is not forced anymore. Just for record: cross-i686-pc-linux-gnu/gcc installed with previous crossdev could be rebuilt last on 2011-11-26.
