From the error message it seems madplay had a dependency on libmad, which I probably "unmerged" with "unmerge mad" (not sure which package supplies libmad). IMHO the madplay ebuild needs to be made aware of this dependency so packages are built in the proper order.

1. emerge unmerge madplay
2. emerge unmerge mad
3. emerge madplay

I rebuild the following two libs as follows:-

# emerge --oneshot libmad
# emerge --oneshot libid3tag

This seems to have fixed the problem for me...
