Trying to update my KDE installation, arts-1.1.5 fails to emerge.

configure: error: "no known STL type found - did you forget to install libstdc++-devel ?"

Tried to find a package with that name - unsuccessful.

Reproducible: Always
Steps to Reproduce:
1. emerge -u world

Actual Results:  
Emerge fails with said error.
