libnl-1.1-r2 was required for libvirt with macvtap support, at least on my amd64 architecture.  It would not compile with libnl-3.2.1. libnl-1 already has its own slot so it's a simple dependency change. Emerge fails at the configuration stage.

Steps to Reproduce:
Emerge libvirt with the macvtap USE flag set without installing libnl-1.1
Actual Results:  
configure failed

Expected Results:  
emerge succeeds
