Something is very different with the 2.3 release. It seems to be just some summer2010 themed subset, not the whole thing. It no longer packages most of the image files. Tarball sizes for 0.19 and 0.20 are around 350 MB, while for 2.3 "summer2010" the filesize is down to about 3.5 MB. I don't know for sure, but it looks like they might have stopped releasing massive tarballs and moved on to the web platform. User only downloads the files she finds via the web site search, instead of leeching an entire collection in a tarball in advance.
It looks like they don't even provide tarball downloads anymore. At least the download site isn't available. Also the certificate for the www domain is expired or they only have one for openclipart.org.
