Looks like someone whacked the only stable version of fltk that had the includedir patch backported.  fltk-1.1.9-r1.ebuild should get the patch too or some later SLOT 1 ebuild should be marked stable.

  +files/fltk-1.1.10-includedir.patch:
  Backport fltk-config --includedir from 1.3.0, thanks rei4dan pointing on this

Looks like the stabilization bug is in place. Added a dependency.

And closed the bug because that has been completed.
