Please add config checks for reload/restart, like I did for net-proxy/haproxy or net-dns/bind. E.g. bug 384753

Christian, checks are already there:

 # /etc/init.d/apache2 reload
 * apache2 has detected an error in your setup:
Syntax error on line 3 of /etc/apache2/httpd.conf:
Invalid command 'some', perhaps misspelled or defined by a module not included in the server configuration

For reload yes, sorry but not for restart.

Thank you for report. Fixed in 2.2.21-r1.
