This is dhcpd-pools ISC dhcp shared network and pool range usage analysis. Purpose of command is to count usage ratio of each IP range and shared network pool which ISC dhcpd is in control of. The command has no native monitoring capability, for instance the tool will not talk nagios protocol. To accomodiate this need the csv output format is meant to be parsed by some organization specific script etc. Users of the command are most likely ISPs and other organizations that have large IP space. Your description seems too long to me, try shortening it and using metadata.xml for long one. Also i think it must depend on net-misc/dhcp (--with-dhcpd-conf=/etc/dhcp/dhcpd.conf). And what about necessity of ${EPREFIX} in econf command?
I am not sure, that depend on net-misc/dhcp is correct, because net-misc/dhcp is a single package for analysis a dhcpd configs and a dhcpd.leases. This package may be running without dhcpd, if dhcpd configs and dhcpd.leases is available.
