on #gentoo a user with ACCEPT_KEYWORDS="ppc" ran into the following circular dependency:


 * Error: circular dependencies:

(dev-util/gtk-doc-am-1.16::gentoo, ebuild scheduled for merge) depends on
 (dev-util/pkgconfig-0.26::gentoo, ebuild scheduled for merge) (buildtime)
  (dev-libs/glib-2.28.6::gentoo, ebuild scheduled for merge) (buildtime)
   (dev-util/gtk-doc-am-1.16::gentoo, ebuild scheduled for merge) (buildtime)


..a discussion with 'leio' revealed that this dep issue is fixed in gtk-doc-am-1.17 , which has been stabilized on x86 and amd64 but not on other arches.  

I couldn't find a stabilization bug already for gtk-doc-am-1.17 so i'm filing this one.

Aha; apparently the original bug for this circular dependency issue is bug 368301 ...

Newer gtk-doc* stabilization is covered in bug 369909
