When trying to emerge libpcap, it breaks due to * Failed Patch: libpcap-0.8.1-fPIC.patch!

Reproducible: Always
Steps to Reproduce:
1.emerge libpcap
2.it breaks
3.

Actual Results:  
davinci mailman # emerge -uv libpcap -p

These are the packages that I would merge, in order:

Looks like you have Bug 37132.
Try to emerge sync && emerge -u app-arch/tar
