It should also allow using perl-5.14

Nope.
The problem is that they didn't release a perl-5.14 compatible version to CPAN.

We could add a virtual for the version of the core module or add a release-candidate.

ExtUtils-MakeMaker-6.580.0 is in the tree and supports perl-5.14.
