After doing a fresh installation of Gentoo according to handbook(stage3 file of 1 of June, don't remember exact mirror) the system can't boot. It halts after kernel load before OpenRC because /dev/console is not present

Reproducible: Always

Steps to Reproduce:
1. Do a clean install of Gentoo from a recent stage3 on amd64
2. Follow handbook until you try to boot a new system

Actual Results:  
Boot process stops right after loading the kernel. No keys work, no error messages fly up. 

Expected Results:  
OpenRC should start and display its version

I was investigating at the problem and found following:
1) I am not the only one with the problem. People complain on forums, all for amd64 arch.
2) After creating /dev/console with mknod everything works fine. 
3) To fix it, something in stage3 must provide it when unpacking the system.
