Running a -uDN world (for example) GCC gets emerge at the very end. This is presumably the worst place for it to be emerged.

Portage should update packages in the order they depend upon eachother.

In this particular example, GCC would get emerged first, because everything depends on GCC.

Thought not exactly the same, this is similar enough to bug 283422 to consider it a duplicate.
