Pretty much INVALID as we have no policy for logging removals.   Changing an ebuild is not the same as removing unused ebuild.

My personal opinion (that doesn't matter in this bug however) is the opposite, to drop ChangeLog files from portage all together. CVS history is for that exact purpose and any other changelog is pretty much redundant.

But.. if we're to keep redundant changelogs, they should be complete, so probably there's a need to document removal even of unused ebuilds.
