It looks like this issue is related to a problem with your harddisc/ramdisc.
You should check for disc errors and available space.

There are no disk errors and there's enough space available...

Please, paste your "cat /proc/mounts" and "df -i" output. Also, can you "touch /var/tmp/portage/test" ?

This *strongly* seems duplicate of "bug 348640". You upgraded recently your coreutils? What is your "emerge -pv coreutils" output?

It's a completely fresh system, so there was no update of coreutils recently.

# emerge -pv coreutils

These are the packages that would be merged, in order:

This is dup of bug 348640. You either upgrade your kernel or downgrade your coreutils. Maybe you could use* http://tinderbox.dev.gentoo.org/default-linux/amd64/sys-apps/coreutils-8.5.tbz2

if you don't haven't a buildpkg tarball or you follow the instructions of bug 348640. 

*only if you know what you're doing. I don't know if this is going to break something else of your system.

FEATURES="-sandbox" emerge -av =sys-apps/coreutils-8.5

is what others did to fix this.
