crossdev does not build a compiler before trying to generate the headers for uClibc, uClibc git does not build, older versions possibly mis-compile.

Using --without-headers results in gcc failing to build because it loads the spec file for freebsd.

Reproducible: Always

Steps to Reproduce:
1. crossdev -t powerpc-e500-linux-uclibc
OR
2. crossdev -t powerpc-e500-linux-uclibc --without-headers

with uClibc-0.9.32_pre1.ebuild

Actual Results:  
1. fails because it cannot run gcc and generate the include/bits/sysnum.h file.

2. fails because it cannot find sys/param.h

Expected Results:  
1 & 2:
Installed gcc (langauges=C), then installed uclibc-headers, then continued as normal for crossdev

Note: this is a chroot, from the portage tree snapshot dated 20101205

crossdev is correct.  uClibc itself is broken if the `make headers` target fails without a cross-compiler.  you're using versions that arent in the tree and thus not my problem.
