modified init.d script to match oracle plug-in needs

It export ORACLE_HOME and TNS_NAME, it is mandatory to connect to an oracle database, tnsnames.ora file must be in the TNS_HOME directory and have connection informations on targets databases (remote or not).
As oracle-instantclient-basic is need for the plug-in ORACLE_HOME and TNS_NAME are set using env.d file of this package.

It also got a configtest for collectd config file

Hi Aurelien, thanks a lot for your work! One question, can you please explain this here from the perl plugin dependencies for me?

|| ( sys-devel/libperl[ithreads] >=sys-devel/libperl-5.10 )

Done. For the ping plugin see bug 346907.

for the perl plug-in ithreads use flag is mandatory for perl and
the sys-devel/libperl-5.8.8-r2 have use ithreads but not sys-devel/libperl-5.10 (and greater).
I have needed this on ~x86 when lipperl-5.10 was available.

Now as libperl-5.10 is nearly marked as stable on every arch except mips and x86-fbsd, it may be possible to forget previous version of libperl and
( dev-lang/perl[ithreads]  >=sys-devel/libperl-5.10  )  would be enough.

yes the ones I submited just match the exact lines of the news patched files which have a fews news lines (it was just my perfectionist side)
