The summary is a bit vague, so let me explain a bit more...

It would be nice if emerge -k were more aware of the USE flags used to compile 
the binary packages selected for install.  If we do an 'emerge -vk blah', it 
should notify us if there is a conflict between the USE flags the package was 
compiled with and the current USE flags rather than just reporting the current 
USE flags.

Additionally, it would be nice to have an option to portage whereby the binary 
package is used if the flags match but it is compiled from scratch if the flags 
do not match...
