May this is not bug but feature, if so close it.

'emerge --sync' now need writable and executable permissions in PORTAGE_TMPDIR

As I remember, previously (some month's ago) emerge --sync dont need to write or execute anything to PORTAGE_TMPDIR (that partition is mounted readonly and I remount it rw only when I updating some packages), but now, when I running emerge --sync it failed with error:

$PORTAGE_TMPDIR/portage is not writable.
Likely cause is that you've mounted it as readonly.

and

Can not execute files in $PORTAGE_TMPDIR
Likely cause is that you've mounted it with one of the
following mount options: 'noexec', 'user', 'users'

Please make sure that portage can execute files in this directory.

This is fixed in 2.1.9.14 and 2.2_rc91.
