The icc and ifc ebuilds both contain the block:
        if has_version "~dev-lang/ifc-${PV}"; then
                rm -f rpm/*cprolib*.rpm
                use idb && built_with_use dev-lang/ifc idb && rm -f rpm/*idb*.rpm
                use mkl && built_with_use dev-lang/ifc mkl && rm -f rpm/*mkl*.rpm
        fi

Installing icc/ifc for the first time causes each ebuild to check if the other is installed and assumes it has installed the libraries common to both ifc and icc.  When icc/ifc is reinstalled it incorrectly assumes the libraries are installed by the other ebuild and does not bother reinstalling them causing both packages to break.  The same happens with idb and mkl if the use flags are set on both ebuilds.

I noticed this when doing a revdep-rebuild which rebuilt icc and broke an application I'm developing using mkl.  Workaround is to install icc and ifc only once with idb and mkl use flags set on only one of them.

Steps to Reproduce:
1. emerge =dev-lang/icc-11.1.072 =dev-lang/ifc-11.1.072
2. emerge -1 =dev-lang/icc-11.1.072 OR emerge -1 =dev-lang/ifc-11.1.072
3. link an application to one of the libraries (that should be) in /opt/intel/Compiler/11.1/072/lib/em64t (such as libiomp5.so)

Actual Results:  
ld: cannot find -liomp5 (among others)

Expected Results:  
Links successfully
