Currently, autounmask creates output of the form:
<CAT>/<FOO> ~<ARCH>

This is a pain for users who want to centralise / share their portage.* files across architectures.

Portage interprets <CAT>/<FOO> as analogous to the current autounmask output, and is more portable. This patch removes the ~<ARCH> output from autounmask. 

(If a counter-use-case can be thought up, perhaps this patch could be optional, configured via USE)
