The easiest way to replicate this is to run chrome or chromium, and use the maximise key combination in evilwm (Mod-x).   Chrome will go into fullscreen mode, having no address bar, and an "Exit fullscreen mode (press F11)" button appears at the top.

While I realise that technically, yes, maximise in evilwm does make windows fullscreen, applications have a special idea and special modes for fullscreen, which are often not appropriate.  I also note the following:

1. Since this version, it is no longer possible to maximise certain applications without going into (often useless) fullscreen mode, short of dragging the extent of the window.

2. Programs that have a special fullscreen mode ALWAYS have a button or key combo which allows you to go into that mode within the program.   So this "feature" isn't necessary.

I have tried naively removing the fullscreen hint setting lines from the program, which fixes the problem, but introduces another: programs that always went into fullscreen mode before now can't go into in at all.  So that solution is not sufficient.

Possibly related to bug #323879 in some way.
