It looks like kde-base/plasma-workspace-4.4.4 has been stablized for amd64 but it depends on kde-base/pykde4-4.4.4 which is still ~amd64.  I waited an hour or so and redid emerge --sync, and still have the same problem.

Your overlays are out of date, pykde-4.4.4 is stable on amd64/x86.

Quite right, removing the kde overlay fixes the issue.  Sorry.
