From what I see, webhttrack was added to the main package in version 3.30.  Add net-www/httrack ~x86 to /etc/portage/package.keywords, and when you upgrade httrack webhttrack should also be installed.

Jeff is right, WebHTTrack is included with recent versions of httrack.
