The line does'not present in BIOS POST and GRUB, but is present in console and graphics mode. 

My bug is not like this one

because the stripe is at the left side, not the right side

It can be a hardware problem. Test your video card with other distributions and operating systems to exclude hardware problems.
You can also try to connect your monitor to another video output if your card have more than one.

No, because Windows Vista Home Premium works ok on the same hardware.

Also I tried Linux with another (shorter) cable and another monitor
- the stripe still here
